PicPick Portable is a featured screen capture tool. It includes an intuitive image editor, a color picker, a color palette, a pixel-ruler, a protractor, a cross hair and even a whiteboard. Take screenshots of the entire screen, an active window, specific region of the screen, free hand, or scrolling window. With Image Editor, can perform Standard drawing, shapes, arrows, lines, and text. Effects are supported as well.
